I was speaking with an IBM guy in charge with this. He told me about the stories on how Microsoft managed to get OOXML to be approved.
Very interesting stories. Basically : being thick-faced (coming to meetings where you were NOT invited), bullying, dubious dealings, etc.
We then realized that we were playing by the book. That's why Microsoft managed to leapfrogged us.
I suggested several strategies to overcome this current situation. They're not dirty tactics (we try not to sell our soul to the Satan, hehe), but we'll just call it "guerilla warfare" for now :)
